BOSTON – The Bosnian War was the first war in Europe after World War II, considered as a big test of the international order. Muhamed Borogovac poses this interesting question: How did Serbia got away with aggression, genocide and recognized territorial gains in Bosnia?
Borogovac's "The War in Bosnia" (published by Xlibris) explains how it was possible that Bosnians, who were unarmed in the beginning, started winning the war and how that victory was stolen from them. The book also shows a very positive role of President George H. Bush, and somewhat negative role of President Bill Clinton regarding international law.
"The war in Bosnia was a big challenge for the international law and international politics where the world learned very important lessons about international relations," Borogovac discusses about his book. "I would like people to learn that every nation, no matter how big, or how rich, or of what race and religion are its citizens, should be equal with respect to international law."
An excerpt from this book:
The question arose: was this just a coincidence, or did the Serbian secret police help those three men Alija Izetbegovic in Bosnia, Franjo Tudman in Croatia, and Ibrahim Rugova in Kosova, to become national leaders in the states that would be targeted for Serbian expansion? Thanks to those three men, the victims of the Serbian aggression were never unified; hence, the Serbs were able to attack them one at a time. Is this also a coincidence?

About the Author
Muhamed Borogovac was born in 1951, in Belgrade, the former Yugoslavia, and lived in Bosnia. Borogovac joined the League of Patriots (Patriotska liga), along with other citizens, determined to defend Bosnia from Serbian aggression, and became the spokesman of the group. Borogovac immigrated to the U.S. in 1993 and became one of the founders of Bosnian Congress USA, which is still active in 2016 because the Dayton Peace Deal that was signed 20 years ago began the process of destruction of the Bosnian state, which is still ongoing. Upon settling his family in Boston, Borogovac taught math as an instructor at Suffolk University, Northeastern University, Emerson College and Emmanuel College. Starting in 1998, he has made a career in the U.S. as an actuary, working in life insurance. He is a former member of the Bosnian Mathematical Society, and a current member of the American Mathematical Society, the Society of Actuaries and the American Academy of Actuaries. 2. Introduction to the First Issue
Boston, November 5, 1995
The war in Bosnia-Herzegovina is an unheard-of tragedy. Before the eyes of the entire world, a state is being destroyed, and the people were the victims of genocide and ethnic cleansing. All of the principles of humanity, morals, and international rules have been trampled. The question most often asked is, how could that happen today, when the genocide committed during WWII (the Holocaust) is so well known, and when the international community had the will and the means to protect the Republic of Bosnia-Herzegovina? The international community has shown that it is not the enemy of the Republic of Bosnia-Herzegovina and that it accepts this state into its membership when it recognized R B&H on April 7, 1992. With that act, the International community studs up against Serbian nationalism, which only started to bloody its hands in Bosnia-Herzegovina.
So how come that in the fall of 1995, after the innumerable atrocities committed by the Serbs revolted the world, the international community crossed over to the side of the war criminals, giving them 49 percent of Bosnia-Herzegovina with its Dayton peace proposals? Who was the mastermind who succeeded to change the world's opinion, and what methods did he use? This book answers some of those questions.
This book has to be approached with having faith in no one but a common sense. Besides that, from the reader who comprehends what is truly happening in Bosnia, it is expected that he/she spread the truth. The ultimate goal is to help in the fight against the forces of betrayal and the division of Bosnia-Herzegovina.
Wishing to arm the Bosnian patriots as soon as possible with the knowledge of what is really happening, this book is being written in a hurry. I still hope that this book will reach Bosnians and friends of the Republic Bosnia-Herzegovina all over the world before it is too late, while it is still possible to say no to the division of a member of the United Nations.
Muhamed Borogovac

3. First Military Commander of the Bosnian Army about the Book
This is a testimonial about Bosnian President Alija Izetbegovic, and his determination to destroy God's gift to the Bosnian people, the internationally recognized sovereign nation, The Republic of Bosnia and Herzegovina, and to create The Republic of the Serbs.
Dr. Borogovac, a mathematician by training, but also a patriot and witness, uses facts, logic and very direct writing cuts into the heart of the deceit upon which Izetbegovic built his campaign against the Republic of B&H.
This work represents a definitive rejection of Izetbegovic's big lies, including that "the world" conspired to divide Bosnia, that the Republic of Bosnia and Herzegovina would be defeated on the battlefield, and even that he, Izetbegovic himself, was only well intentioned, but naive and helpless Muslim old man who could not withstand this conspiracy.
I recommend this book to all those who even after the Dayton treason still believe in those lies.
General Sefer Halilovic
Chief of General Staff of the Bosnian Army

4. Introduction to the English Edition
The first edition of this book was published during the Bosnian War, in Bosnian language. It was titled The War in Bosnia and Herzegovina 1992–1995 (Rat u Bosni i Hercegovini 1992–1995), and I wrote it in a hurry, to deliver a timely warning to the Bosnian people that President Izetbegovic was collaborating with the aggressor and committing high treason that would have tragic and lasting consequences for the country. Along with a few other Bosnian patriots, I realized that President Izetbegovic intended to divide the country's territory by signing over occupied and ethnically cleansed territories, thus making the occupation permanent. This was contrary to his oath as president, and to his explicit and public promises and assurances to the people of Bosnia that he would never agree to that. At the time, our accusation against President Izetbegovic was considered as an extreme position, and we were called traitors by other Bosnians. This was expected, but it was important to deliver a timely warning, regardless. Later events confirmed that we were right, which exonerated us among Bosnians.
In 2000, I was approached by Zadarska Tiskara, a publisher in Croatia, to print an updated issue of the book, to be titled: The War in Bosnia and Herzegovina: Political Aspects (Rat u Bosni i Hercegovini: Politicki aspekti). Unfortunately, by that time the warning had come to pass, embodied in the 1995 Dayton Agreement, which created a Serbian puppet state called "the Republic of the Serbs" on territory that was ethnically cleansed by means of genocide during the war. It was an extraordinary outcome—that an aggressor should commit genocide, lose on the battlefield, yet somehow still achieve the criminal objectives of holding on to ethnically cleansed territories and get the blessing of democratic foreign governments. Our ability to foresee that outcome long before it happened, merely by observing the actions of one man, President Izetbegovic, was strong evidence that our reasoning was correct; and it made sense to restate the case to the people. The second book also put in newer documents that further confirmed both prior warnings: a) that Bosnia will be divided, and b) that the divided Bosnia will be dysfunctional. The second book was also published only in Bosnian, because it too meant to educate and enable Bosnians to recognize and counter the continuing treachery of their leader and his cronies.
This third book is in English, because the lessons that Bosnians have been learning are applicable to other conflicts that are occurring in the world. First, it dispels the dominant narrative that has taken hold in the West regarding how the war in Bosnia ended. By that narrative, we refer to both the process and the outcome. You have heard the prevailing story: Bosnia was a success of hard US and EU diplomacy and negotiations that won the peace, as all sides compromised. Bad guys were arrested and punished. Bosnians of all kinds can now reconcile, forgive each other, and work together democratically on the path toward European integration. This story is parroted by certain current US and EU politicians who were on the scene in the 1990s, and are even using their connection to Bosnia's war as proof of their foreign policy and leadership credentials.
It is a false narrative. Instead, the extraordinary outcome we mentioned above, including Dayton's establishment of the Republic of the Serbs was a complete success for perpetrators of genocide and aggression. It embodied their stated goal for going to war in Croatia, Bosnia, and Kosovo—the creation of ethnically clean territories referred to as Greater Serbia. Incredibly, the US and European nations are guarantors of the Dayton agreement. It is akin to the Allies agreeing to be guarantors of Nazi German territories in Poland even after Hitler was defeated and his generals were on trial for genocide. We are astonished at how frequently we hear arguments for partitioning other countries without any legal basis or justification as a means for resolving any conflict that may have an ethnic, racial, or religious component. It comes up repeatedly in discussions of Iraq, Syria, Palestine, Ukraine, and Georgia; and inevitably, we hear advice from so-called experts and politicians to partition those lands in order to separate the groups that do not get along. And the false and naive narrative about Bosnia is used as the example of where that approach "worked."
Bosnia is a precedent, and even a recipe—but not for democracies interested in peacemaking but, rather, for dictators interested in carrying out genocide and conquest in the modern world, where they have to worry about creating an exit state that preserves the result of aggression, with some veneer of legality and acceptance by the international community. In fact, Russia's strategy in Ukraine and Georgia seems to closely mirror Serbia's strategy in Bosnia, with conquest under the guise of domestic ethnic rebellion. Ukraine, in particular, is progressing in a very similar way to Bosnia ever since Petro Poroshenko rose to power. I do not know as much about Poroshenko or Ukraine as I do about Bosnia; but his rhetoric and decisions, to, me are reminiscent of Izetbegovic.
The dictators out there know the strategy, but it is my hope that now in these conflicts, the victims and defenders will be able to recognize it as well, with the help of Bosnia's experience.
