Was Holbrooke Responsible for What Happened to Bosnia?
Dear Friends of Bosnia,
I feel that I need to respond. I do not want support either side, I merely
want to try to correct the wrong perception among both sides that Holbrooke
is responsible for what happened with Bosnia during the "peace process".
That become a stereotype, and as you know, stereotypes are usually false.
It is probably true, that Holbrooke was not a friend of Bosnia, but he could
not give half of Bosnia to Karadzic's Serbs. How could he give something
where he does not have any authority? Was not he merely a mediator, an agent
whose job was to figure out what the two sides are willing to sign? His only
"guilt" is that he made a correct judgment about Izetbegovic, that
Izetbegovic is willing to give half of Bosnia to Karadzic's Serbs? And, that
was not difficult to see at all.
Indeed, Americans never pressured Bosnians to accept any deal, according to
the common sense rule, that you cannot punish the victim of aggression if a
negotiation fail. Warren Christopher said at the beginning of 1993: "We
cannot threaten Bosnia, we can punish only Serbia?" Remember, friends of
Bosnia in American Congress won by 2/3 margin a long battle to arm Bosnians,
but Izetbegovic suddenly refused to accept the arms and requested from
American's to give 6 more months to Serbs to accept the deal, i. e. to take
half of the Bosnia. At that moment it became clear, that "Bosnians also want
the division". At that moment Americans stopped trying to preserve the
unified Republic Bosnian Hercegovina.
Not Holbrooke, but Izetbegovic is the man who had authority to sign off the
half of Bosnia. Only he was able to sell the deal to Bosnians, until the
Serbian Republic was established, and the victorious Army of the Republic of
Bosnia-Herzegovina dissolved. In the process he has to cut some legal
corners, which made the Dayton constitution illegitimate, and the
temporarily suspended Constitution of the Republic Bosnia-Herzegovina still
the only legitimate constitution.
This is not the place to get into Izetbegovic's motives. Let that be done by
serious researchers. Hence, one can run in circles repeating the stereotypes
about "Holbrook's twisting hands" or he can try to understand what really
happened. Thanks,
Muhamed Borogovac
