1. GREGORIAN: DODIK AND SILAJDZIC ARE IN AGREEMENT THAT POLICE REGIONS
SHOULD NOT CROSS ENTITY LINES
"Oslobodjenje" September 14, 2007
Sarajevo, Banja Luka: The Deputy of the international representative in
Bosnia and Herzegovina (BiH) Raffi Gregorian asserts that Prime Minister
of the Republic of the Serbs (RS) and leader of the Alliance of
Independent Social Democrats (SNSD) Milorad Dodik, and the Bosniak
member of the Presidency of BiH and president of the Party for BiH
(SBiH) Haris Silajdzic, came to full agreement that police regions
should not cross entity lines.
"During negotiations, high level political leaders, including Silajdzic,
on numerous occasions rejected the idea that police regions cross the
entity line. An example of that is in the city of Sarajevo. Therefore,
if that idea is not good for Sarajevo, where is it good for?" - asked
Gregorian.
He believes that the Serbs and the Bosniaks want to use their own
proposals on police reform in BiH to distract from the proposal that was
offered by the international representative in BiH Miroslav Lajcak.
"Now, when the international representative in BiH presents a document
with which he seeks to help them reach an agreement, the Serbs put forth
a law about police structures, and SBiH wants to put the report of the
Directions for Police Reform before the Council of Ministers of BiH.
That is not by chance. If those are good ideas, why did they not present
them six months ago" - stated Gregorian for today's "Oslobodjenje".

2. OUR GRATITUDE TO GREGORIAN FOR THIS NOBLE DEED TOWARD BOSNIA AND
HERZEGOVINA
By: Dr. Muhamed Borogovac
Countless mediators have passed through BiH since the war began in 1992.
All of them attended numerous negotiations in which ostensible Bosniak
representatives joined their Serb counterparts in working for the Serb
nationalist cause, as soon as they felt they were not in public view.
Some of the international mediators revealed this to their superiors,
e.g. Warren Cristopher, when he explained in a U.S. Senate hearing that
"Bosnians also want to divide the country", meaning Bosnian negotiators
at that time Izetbegovic and Silajdzic. Some have revealed it to the
western media, or in books published afterward, e.g. Lord Owen, and
Holbrook also, if only between the lines. Sadly, none of the "mediators"
has revealed that fact to the Bosnian media. The statement by Gregorian
above finally reveals to us, in the most direct manner possible, that
the leading "Bosniak" negotiator, Presidency member Silajdzic,
represents Serb interests when he is not in public view.
The only way that Europe and the world can help Bosnia and Herzegovina,
is to help us break the Serb ultra-nationalist conspiracy in BiH through
which agents of UDBA (intelligence agency of former Yugoslavia
controlled by Serbs) have been installed as Bosniak leaders. We hope
that this revelation by Gregorian represents a change of course by
Europe, away from the policy of not interfering with the continuing
deception of the people in BiH about the conduct of their leaders. On
the other hand, if such a policy is still in effect, and if Gregorian's
statement is only a slip-up made by a frustrated individual, then the
veil of secrecy will again descend on the political process in BiH, and
any benefit gained will be quickly lost, because there will still be no
way for Bosniaks ever to put authentic representatives in power, and all
reforms will fail. It is Europe's decision whether it will play
according to the rules set by the Serbs and their Bosniak puppets, or
expose them to the people that they claim to represent.
That is why we are grateful to Mr. Gregorian, who revealed to the public
in Bosnia and Herzegovina that Haris Silajdzic rejected many times the
idea that police regions cross the entity line, and that Silajdzic is in
cahoots with Dodik. This statement is the clearest available public
contradiction of Silajdzic's boasts of his patriotic fight to put the
"genocidal RS police" out of existence, because it affirms that in
negotiations, where it really counts, and where Bosniaks cannot see or
hear him, Haris Silajdzic is in line with the Serbs.
One notable time of Silajdzic's statements against the "genocidal police
of the RS" was when the people of Srebrenica saw support in the genocide
verdict at the International Court of Justice (ICJ) for their initiative
to remove Srebrenica from the rule of the RS, which was judged guilty of
committing the genocide. With such patriotic statements he sought to
gain the confidence of the people of Srebrenica, and to convince them to
withdraw their request and to entrust him with fighting for their rights
instead.
Now, when police reform is actually debated, he works with Dodik to save
that same "genocidal police" -- against Europe, which is applying
pressure to integrate the police in BiH.
By now it is clear why Silajdzic and Tihic rejected Mr. Lajcak's police
reform proposal, but accepted it as a basis for further negotiations.
Mr. Lajcak's proposal contains in it many points that are acceptable to
RS, but those are a result of Silajdzic's past "cooperation" --
intentional giving in to Dodik. To the Bosnian public, Silajdzic and
Tihic cite the fact that Mr. Lajcak's proposal "abandons the three
principles in order to appease RS", in effect blaming Lajcak for writing
down the points that Silajdzic himself has previously agreed to. In
reality, the parts that Silajdzic and Tihic object to are that police
regions cross the entity line in Sarajevo, and that Srebrenica itself
should be a separate police region, both of which are good for the unity
of Bosnia-Herzegovina, and bad for RS. They accept the proposal only as
a basis for further negotiations in which they will surely bargain away
those final two points that RS finds unacceptable.
The only reason why Silajdzic is able to publicly blame Mr. Lajcak for
the "unfair" proposal is because of the great efforts exerted in order
to keep the Bosnian public in the dark about the process. The public
does not know that the proposal is a result of past talks in which
Silajdzic accepted all of Dodik's offers, and only haggled over the
minor change of the name of the RS police. Lajcak's proposal simply
reflects a place that is closest to a compromise between the "two"
negotiating sides, based on previous talks.
Silajdzic can put the blame yet again on the "unfair and pro-Serb
international community that dictates everything", because the people do
not know what is really going on - at least until Mr. Gregorian's
statement, which revealed his ploy.
